Okay
1. That GPU is not so good, go with ATI 4850
2. 600 Watts is good enough
3. Get a cheaper mobo and put that money on the ATI 4850
4. Antec 900- Nice case but to save money and go with a bigger monitor go with Antec 300

| The P5Q pro will do fine. Get the 4850 like NeverForgotten recommends.

Sorry, missed the budget part. :x
Here's a 650W Corsair PSU. Cheaper than the 600 above, and a better name in PSUs. You really don't need that much power, this is the link I've been giving out.

Is this for gaming? you may wanna downgrade to a dual core and a better card like a 4850/8800gts because 9600gt isnt all that.
This rig also would only need about 400W at load really so 600 is a bit high
hell, i used that site and it recommended a 320W with quad core and 4850

I'm assuming you're pricing from MSY? Because they've dropped the Q6600 when I last heard... It's not on their price list anymore either.
Processor - Q6600 2.4Ghz $295
Memory/RAM - 4GB Kit DDR2 800 Kingston-HyperX $89
HDD - W.D 500Gb $85 >> WD 640GB SATA @$94
Video Card - 512mb 9600GT ASUS $158
Monitor - ASUS VW198T 19" 5ms 1680*1050 $215
PSU - Thermaltake ToughPower 600W / 750W $140 / $179 >> Corsair VX-450 @ $110 depending on which state you buy it in
Case - Antec 900 $177 >> CoolerMaster RC-690 w/o PSU@ Looks to be $130 max depending on which state you're buying it in.
Motherboard - ASUS p5Q Pro - $182 @ ASUS P5QL Pro @ $139 or a normal ASUS P5Q @ $172 -- unless you really need the extra features which comes with the PRO
DVD - ASUS SATA DL DVD-RW - $33
KBORD + MOUSE - Logitech Cordless Desktop EX100 $35
Speaker - Logitech Cordless Desktop EX100 $17
For the parts I changed, prices are grabbed from MSY where available.
You may want to consider a graphics card update for your friend depending on how much you can scrounge out of from lowering the build specs, but it's your choice I guess... MSY used to stock Generic MSI 4850s at $209 but they've dropped them now. The ASUS/Gigabyte 4850s have dropped by $3-4 though. xD
Good luck when it comes to buying and assembling. :p
