Fan malfunction is a possibility, but three seconds wouldn't boot into Windows enough for a file to be a problem. Symptoms would be different in those cases.
EDIT:
The fans do go on? (Can't read. Smile)

Are there any beeps indicating that your computer didn't pass POST tests?
Also, did anyone go inside the case for any reason?

3 seconds is enough time for a modern computer... how old is it?

3 seconds isn't enough for a computer to fucking POST and begin to boot into an operating system. Rolling Eyes

I agree with Karakawe. Something must be wrong.

Open up your casing and make sure everything is properly inserted in place.

If anything, take out your ram sticks and check if your computer beeps.
If no, shi-

It's most definitely something either hardware-related or electrical. As Blank mentioned, it could simply be the incorrect installation of a component. If it isn't that, I'm afraid something might be fatally wrong with a piece of hardware on your computer. Might want to take it to a shop and see if the professionals can diagnose the cause.
