Title. How can I make a spammer that spams messages that works in-game? I already tried making a spammer but that didn't work in game. Also, how to add hotkeys? (All this in VB.net)

What game?? Did you try WPE Pro?? Finding the message packet, and sending that packet 100+ times in less than 1 millisecond?

Well, I'd like to get rid of spammers in FlyFF and I want something that won't get detected by GG like a Macro or sumthing.

You can use autoit

Its a Program that lets u make Bots that push down on your keyboard for you

This is seriously contradicting as hell? So what is it you really want to do here ?
Make one or stop it from happening?

As for stopping it, your not.
But the game staff can possibly.
