This means that someone connecting to the forum using the same ISP connection that you are using behaved badly on the forum, and has been blocked.

Client: means someone acessing the site that is not the owner/admin/mod

IP: what defines your computer

I guess they blocked a whole entire IP range ( many IPs )...

Is there any way i can change it?

I tried HideMyIp thingy for a while and it worked but i finished the trial and i cant buy it

any free ip changers?

Unless you don't have a dynamic IP, you can always change your IP address by resetting your modem.
