I want to make an mmorpg 2d like maplestory but i dont know what program to use.
and advice?
if possible, are there any free ones?

You usually do not use a program to build it...
You have to program it yourself. Look into C++.

| Use a program like C++. You can't get an application that builds one, either, simply because it isn't that easy.

| A program wouldn't be called C++, you would use an IDE or something of the sort. This should be moved to the programming section.

you can do something like that in c++ if you want java or html if you want flash but you cant use a program to do it you have to know a computer language...

You could look into Torque Game Builder , buy the platformer kit and hacking the networking on the Pro Version.
This is exactly what I myself am doing.
Gamemaker = nononono.
EDIT:
Do yourself a favour and learn to code atleast one language.
Then hit yourself for thinking this would be free.
Even if your engine is free, the hosting is going to cost atleast 1 buck per person.
But before that, have you seen how much content there is in an mmorpg?
Maplestory has about 1,000,000 images (Approx).
But I'm sure, with dedication, you can pull it off.
Get used to being criticised, and just persevere.

| Na try vb or c++. VB can make really powerful games but its that it will be pretty laggy even if you use direct3d. C++ is more diffcult to learn(I havent learned it yet...) but the game will be faster like maple and all the nexon games.

if you want to make a whole game by your own you need to get a compiler example java, c++ , vb, pascal etc
if you just wanna to something fun go and get GameMaker or check this link out http://www.ambrosine.com/resource.html

Renderer,
Sound,
Collision,
Input,
Networking,
Actual game logic...

Try C# with XNA game studio. It is free and you can make very good games for PC and Xbox 360. XNA is also easy to learn and there is alot of tutorials for it.
C++ is also very good but it is hard to learn if you dont have any experience in programming.
if you want to make very simple and little games in 1 week then i suggest you to use some basic language like DarkBASIC or something like that.

A single person will not make a MMORPG successfully unless he has no job, and knows exactly what he is doing, for about 3 years.
Good luck, I have been in Game Developing soon two years now, and I know exactly how it works. So please, at least get around 10 members before you pull off such a huge project.
Also remember that efficiency doesn't equal to results, you will not be able to "fastcode" or be sloppy with performance tests, bug tests, etc. when it comes to coding mmorpgs (any game actually), so yeah..
