Artic Cooling Freezer 7 Pro comes with their own MX-2 thermal paste pre applied. No need to get Arctic Silver 5.

Here's the one they pre-applied. And it's better than AS5.

And go with Home Premium. Don't use Basic it sucks.

An overall price worthy build, yes. Check out what kls85 said though, you earn a lot with it later on.

I would say, just pirate windows.
Also if you gonna play games get a dualcore.
I would recommend E8400-E8600.

You might wanna change GPU to 4870 if you can afford.
And PSU, to a corsair.

add Windows Vista Home Premium or Ultimate x64 its better for quad -core processors, and see if you can get 4 RAM sticks 1GB each some computer ppl say its better on quad core processors.

Why is it that people buy high-end dual cores instead of entry level quad cores? They're the same price and the quad core is more powerful. The dual core may be better at playing current games, but games a year from now will be multi-threaded and fully utilize 4 cores.
