for a long time now, every week or 2 weeks, for 1-2 days, i'd always have laggy internet. it mostly bothers me when i get high ping in games or when my youtube videos take so long to load.
i've tried contacting my isp, restarting comp, unplugging internet cables, and it usually goes away, but during that day or 2 i can't do anything.

are you using a wireless router? if you are try changing the password or using a wap key, because someone might be leeching off of your internet.

| You could have a mass pinger on your computer when you don't even know it when it is a self-running .bat file.

is your network card set to 100mbps? might also be your router going out or your network plug on the mother board...You could try buying a Netgear network card and try it through an external card...At least that will troubleshoot it a bit.

Well, i doubt he has a faster internet than 10mbps, so it really doesn't matter if he has a 100mbps network card since he doesn't have a 100mbps line. If a resident could get a 100mbps line... wow.. haha
Reseting the router + modem works for me...
Keep on contacting your ISP.

I had same problems with mine ccleaner fixed it. I did find out what was happening later, some cachee from an online game got screwed up so it kept checking for highscores every 2 seconds lol, maybe you got the same problem try CCleaner or try Disk Cleaner (installed automatically on every windows platform)
