ill be playing a game and it will go black for a second and come back and it say my driver failed and recovered and it does that like every minute or 2 how can i fix it?

tried updating those drivers? and if you posted the exact error it could also help.

and it happens on any game mostly on simcity4

Wrong. If he didn't have enough RAM, it would just page. It's crashing, not loading slowly so this is not the issue.
@OP
Try reinstalling your graphics drivers, and if that doesn't work reinstall DirectX.

Cheetah nailed it. Its an issue with the driver. Make sure you have the latest driver for the card from nvidia's website or ATI's (AMD). In my experience, it is also best to make sure your motherboard drivers are up-to-date too before you install the graphics driver. Its not so common these days, but it always used to be a problem when the graphics drivers couldn't properly communicate with the MB, because of the chipset drivers been out-of-date or just not installed. This is Vista you are running under no?

Forgot about the chipset drivers. Way back in the day I had an AGP4x GF2 MX400 on an Athlon XP that would only run at PCI speeds no matter what. Chipset driver was the issue, drove me crazy for the longest time.
