I'm having a hard time lately with my computer, it's been making a lot of noise which seems to be coming from the fan. When I went to my local computer store they guy working there assured me that it had nothing to do with the fan, and that the computer just had a lot of dust and it did for that he gave me a cleaning spray, now after about 2 weeks of constant cleaning I'm fed up. I just need to know is it the fan that I need to change or something else, because when the computer is cool it doesn't make any noise at all when it seems to get really hot it makes noise.

just get a new cheap fan. is your fan connected to your mobo or psu?

Theres a red slide button at the back, that I'm guessing controls the fan. When i slided it to 110W it made a loud "bing" noise, so I was scared and switched it back.

that switch is for your PSU... idk about US but here in the UK we use a 240v outlet

I'm just going to build a new PC, the one I have is old anyways, any suggestions?

yes...
1) decide a budget
2) decide what you will use the pc for
3) pick parts that suit your needs whilst remaining under budget
4) after picking your parts, if you have money leftover from your budget look to see if you could maybe improve 1 or 2 things (ie: better branded PSU etc.)
5) wait for parts to arrive
6) make a cup of tea
7) build your computer in a static free place
Cool install OS
9) OVERCLOCKAN
10) stabilty testing
11) enjoy your new pc

are u talking about like after u been on ur computer a lil bit them it starts a kinda sped up noise? then it is the fan,mines does that alot its fine just meens ur computer is hot thats whats its supose to do
