CPU speed is calculated by two things, the FSB x the multiplier. Since the multiplier is locked on almost all CPU's, overclocking is generally done by raising the FSB in the BIOS.

It increases heat and power consumption so you need to have a good cooling system and PSU, and if you do it wrong you can make the system unstable and even kill components.

As long as you don't get too crazy with the voltage, nothing will overheat/melt.

Frequency doesn't kill parts, just makes them unstable if overdone, but to reach those frequencies sometimes requires more voltage.

I try to not go over +0.2v from stock, 0.3v at most. After that the extra frequency you get is negligible and not worth the risk.
