try these

Private Declare Function VirtualAllocEx Lib "kernel32" _
(ByVal hProcess As IntPtr, _
ByVal lpAddress As IntPtr, _
ByVal dwSize As UInteger, _
ByVal fAllocType As UInteger, _
ByVal FlProtect As UInteger) As IntPtr

Private Declare Function VirtualAProtectEx Lib "kernel32" _
(ByVal hProcess As IntPtr, _
ByVal lpAddress As IntPtr, _
ByVal dwSize As UInteger, _
ByVal flNewProtect As UInteger, _
ByRef lpflOldProtect As UInteger) As Boolean

Its still not gonna work... The last variable cannot be 0 you need to assign it a value. Or it returns nothing.
