Yes, this has already been proven when Peter copied Sylars telekinesis.

Oh, right. Sorry, I keep thinking Sylar's original was telekinesis, I forgot it was the ability to quickly understand how things work.

Though it leads me to wonder, while Peter gets them by being around them, Sylar actually sort of absorbs it somehow. So perhaps Sylar can use the power to a greater extent than Peter.

I wonder, the extent to which an ability can be used depends greatly on the user. It does seem that people who have their own ability, develop a next level in their ability rather quickly. I do not know to what extent Peter can go, since he merely copies the ability instead of Sylar who, as you so eloquently put, takes them in.

A real perdicament... the third season will surely put our minds at ease in terms of questions.
