1- HTML is entirely client sided and has no communication between servers. It has massive lack of functionality compared to PHP and basically is just what it used to "show" data on the web. PHP is a server sided script and is a lot different and harder and has more functionality than HTML.
2- Notepad is by far the best. I would avoid using any shitty appz like Microsoft Frontpage or whatever. And if you are feeling like programing using a WYSIWYG editor, than Dreamweaver is the best for that.
3- Compared to C++, HTML is easy as shit. HTML is possibly the easiest "programming" language to learn. I put programming in quotes because HTML is really programming at all. Compared to C++, HTML is like slicing a cake.

| You are comparing apples and oranges. HTML is like the front end, visual stuff. PHP is like the backend, server sided, calculation stuff. You can't add in HTML. You do it in PHP.
