Design it in ResEdit, THEN CODE PREVIEW.
It generates the code FOR YOU.

That's because your include paths are not configured to have the library in which SUBLANGUAGE_ID is defined. Include "windows.h", "CommCtrl.h", and "richedit.h." Config it in include paths or manually include it in the .rc/.c(pp) file.
Cx: I know, but the code, like lurc says, is extremely messy. I'm not gonna rewrite the APIs, but I am gonna reorganize the code so that its cleaner.
