If it's possible, change the game settings to render in DirectX, instead of OpenGL. There might be some problems with your game engine (GoldSrc game engine, the same used in HL1) rendering.
Uninstall your drivers, then install the latest drivers (make sure you're using the right ones - I use the advanced search feature for my ForceWare/GeForce drivers so I can get the beta drivers).
Get the latest patch for your game (v1.6 I think).
Reinstall Counter Strike/all games that use the GoldSrc engine.

have you completely wiped your drivers and installed the latest?
try turning off aero if it's on and see it helps

maybe the problem is your video card it self and not the driver. i had an old card, it's ATI radeon 9250 every time I play games that requires OpenGL, the graphics would screw up like yours ( it didn't happen instantly, but after a few minutes of game play ). when i restarted my computer, the graphics was fine again.
