They all do important things, like for example hal.dll is a dll planted in system32 by gameguard to help detect suspiscious programs. Boot.ini is also used by the same thing. Deleting them is helpful in bypassing gameguard because it only readds them after each revision update.

Dont delete it, thats where the host files for maplestory are.
