Based off a short Google search and this Wikipedia article, VGASAVE is the default, "generic" video driver that you might have seen used in Safe Mode. It loads when your graphics driver fails/is not present. So you'll need to give us some info on your graphics card.

Download the latest drivers, or get the drivers off your video card disc (it probably has outdated drivers). You still have to know what video card you're using, you can download GPU-Z, Everest, or run the DirectX Diagnostic tool.

Your graphics driver should not interfere with HotSpot Shield.

No, but you can try reinstalling/redownloading it. Although I doubt this could be the problem, a firewall could be blocking it (but I don't know much about how Hotspot Shield works).
Not much more, you might want to upgrade your optical drive firmware and get a monitor driver (for Windows to identify your monitor model). If you have any other add-on cards, you might want to get drivers for those as well. Anything else should either stick out enough for you to notice, or Windows will bring up a window asking you to install the appropriate software.
