anyway, it produces al ot of noise because the fans are spinning hard because the components generate a lot of heat because they are running at high speed. because of this i don't think 300 watts will be enough.

Your cpu fan can be controlled by adjusting the settings or profiles within your motherboard bios. Take a look at the manual for further details.
I've built 2 system with the Antec P180 with all case fans connected
+ a 8800GTS G92 and it's pretty damn quiet.
Also the fans that came with the case has a switch to set the speed.

| There are more "silenced" fans available but i wouldn't really suggest them because of they actually run a little bit slower. So what i did instead was adding some sort of filter to stop the (most) of the sound out from my computer, but that just required a water cooler in order to avoid overheat. and ever since then i've never looked back.

This doesn't pertain to your question, but you can try to replace your video card (If you have one) fan with a heatsink. I did that when my ATI X1950PRO. The OCZ StealthXstream isn't bad of a PSU either.
I also have the P180 as well, and it runs very quiet. (4 Case fans; 2@Low, 2@Medium)

More wattage on your PSU so it doesn't have to work as hard, thus don't need as much cooling. Water cooling also has sound too so it wouldn't matter. I suggest getting more fans and running them on a lower setting.

I dont have an video card the monitor is connected into the motherboard.

| Get a large passive (fanless) heatsink, and a single 120mm fan in the back of your case. Start the comp with the hard drive disconnected, you'll likely find it's making more noise than you'd expect. A newer quieter hard drive or a silencer would probably be a good idea.
