What format, I had a program you could make .bmp files and GIF and JPG. Dunno wha'ts it called, have you tried searching the internet?

EDIT: I'm pretty sure Virtual dub can convert to frames

do you want the whole video converted into frames, or to select certain frames and save them? virtual dub, like zarooler mentioned, i've used before, but i think you can only select a single frame at a time to save.
