ok, i got my reformt Cd but it doesnt run when i start mypc

i got my refomat Cd finally, i put it in my DVD driver . then i starty my computer , but it didnt run !! help please .
The CD cover has these ....only for recovery of the orginally selected language verson.and my computer is in chinese i think. and i also got this nopad in my C:\

go to bios (f8 or sth on startup) and change you CD drive to first boot device

i did, but it still doesnt run ....i can hear the cd driver is working , but the set up doesnt show up ..

If it's the CD drive's fault, then borrow an external one.
