my BIOS doesnt have it... Only some do.

Your motherboard has a 5vSB line coming from the PSU that is always on even when the system is off, so it's just dependent on the BIOS of the motherboard to make it work. A lot of modern motherboards have the option for it, but not all.

Yeah 5v, otherwise known as 'standby voltage'.
This is also a reason why some motherboards don't boot with certain PSU's, coz there is a fluctuation in the standy voltage provided by diff. manufacturs. Shouldn't be, but there is Sad

All sorts of ACPI compliant options in the bios nowadays, which in most cases won't get touched.
