I was reading an article that stated that some games and some progams can utilize all 4 cores of a quad core, while most games/programs can't.
My question is, what games and programs utilize it?
And how do i make a program utilize it?

Not very complete, but best I could find. Just google a bit and I think you should be able to find out a lot.
And as far as I know, as long as an application has been programmed to use x cores, you can't make it use more than x cores.

Quad Core is pretty recent compared to the gaming world. I don't think any game uses or even needs 4 cores to run.

It doesnt mean fill up the core 100 percent than move on... It means instead of using 2 cores @ 100 percent it would use 4 cores at 50 percent to lessen the load. So it would only be smart for a game to do so, and there are some i am sure of it.
Thanks for that link btw tmocky.
But i have a program that is a resource whore (written in C#) and im pretty sure it doesn't use more than 2 cores. If it used 4 im sure it would run smoother.

It has to be written to make use of the cores and it depends how it's written that dictates how it will split the load. 4 cores doesn't automatically mean that the other 2 automatically get their load split in half, that's not always possible or might not even provide an advantage since there's a likely a fair bit of overhead keeping the threads in sync for a game.
Almost any recent game will make use of 4 cores.
