1. over clock it a bit
2. burn some of your stuff to dvd or cdr. - uninstall/delete crap you dont use

1. I doubt you can overclock, since no one in the right mind would build a 700mhz computer (maybe??)
2. Add another Hard drive... NEVER UPLOAD. Almost everything uploaded to the internet is UNSAFE!

You can overclock it. You can over clock older stuff then that.
amdk62 300mhz <------- used to use one for a web/file & dedicated MOHAA server.
They are great for it all they have to do is sit there and run.

Adding a second hard drive is a waste of money on that old of a pc.
Burning to a cdr or dvd and deleting crap you dont use is the most logical option for someone with that old of a pc. Think about it.
Getting a new pc is more logical then buying parts for the old one.

Well its not just that its an OLD computer that it wont be able to OC, its the chance that he doesn't have an intel mobo...
Most intel mobos = NO OC AT ALL!
Most Dells, HPs, ect (pre-builts) = Intel (so i have heard)

I personally think thats a load of bull. People do it. Look it up you can over clock them as well.
There are guides specifically for over clocking intel.
Here are a few applications that can be used if your bios i locked on a predefined setting. Not a absolute, but definitely works for people
SoftFSB,CPUFSB,Clockgen
