Why do people call it a private server while people release it to public ?

shouldn't it be called making a public server ?

Because the public servers are made and maintained by the games makers..

Private servers are made and maintained by private persons.

Also if it was public, Nexon can sue them. Very Happy They have to make it call "private." Private servers also has a meaning that it doesn't work.
