my computer's internet connection is messed up, everytime i restart the internet is not workin but on my sisters computer (same router) works
and its not a virus because i just bought this computer brand spankin new
and i have to fix my internet by dianosing connection but it takes a long time.
anyway i can fix this?

Just because it's new doesn't mean you can't get a virus, you might wanna scan it.

Go to start -> Run, type "msconfig"
It will open a config tool.
Click on the 'services' tab and untick all unecessary services...most likely everything except your anti-virus.
BE SURE to tick the 'Hide Microsoft Services' though. Most of them are integral to the proper running of your PC and shouldn't be altered.
Also, go to the 'startup' tab next, before you close the window.
Do the same again, take out all the startup apps you don't 'need'.
Then go to this directory (assuming C:\ is your main drive with windows installed on it):
"C:\Windows\prefetch" and delete the entire contents of that folder.
When you buy a pre-built machine it will have all the default crap running at startup and in the background slowing it down.
Reboot SEVERAL times and then it will be faster...if only a slight bit.
Provided it is completely free of viruses and other malware, then is nothing more you can do before moving onto hardware.

Expanding on what was said above:
Change HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\PrefetchParameters to 2 (only prefetches boot files).
The next boot will be slower than normal, but every other one will be faster. Stops computer rot.

maybe you need to tell your computer the router ip
look at:
start->run->ipconfig
if your computer found your router

Reinstall the driver? When i first built the computer, i was like "WTF why isnt my internet working?" and i had to install the mobo drivers
