1) Right click your desktop. Arrange Icons by -> Show Desktop Icons.
2) Depending on your problem, it may be as simple as going to the bottom of your desktop to your taskbar (desktop toolbar), and if you see a grey line, resize it. After that rightclick your taskbar and tick Lock the Taskbar.

sounds like spyware or virus.
try booting the pc into safemode keep pressing F8 after you turn on the power button then choose safemode if it starts up ok there then its a program or driver problem if not format..

if it doesnt work after the format your screwed..new hdd would be needed.

Once you've started up completely do the following.

Start > Run > Type:
Code:
msconfig
and then click OK.

On the new window that appeared, goto the Startup tab.
Uncheck everything (including the stuff you know aren't harmful).
Click Apply and then restart.

Let me know what happens - there are a number of reasons explorer is delayed, this should help narrow it down a little.

did you install 2 AV lately ?

ok, once you're in the computer.

Alt - Ctrl - Del ---> Run ---> Explorer(.exe)

********************************
EDIT

you have to have the OPENSTARTEN tab open not the SYSTEM INI BOOT,INI OR WIN,INI tabs

********************************
////////////////////////////////////////////

its like Estx said its probably a startup item that has problems loading or is just slow loading,

the idea here was to go to the system configurtation utility using MSCONFIG to start it up,

when you have finally got the taskbar up with the start button on it,

get the start menu up and on the right hand side (not in all programs dont open that up ) you should see RUN

click on run and you should get a dialogue box,
thats where you type MSCONFIG and click the OK button

you should get the system utility window up,

with that window open you will see tabs, one of these will be the startup tab, click on that to see all the programs that start when windows boots up,

each item has a tick in a checkbox,
any you click on will remove the tick, then when you restart any without a tick should not start up,

the idea is to uncheck as many as you can then slowly check them a few at a time to see which one slows your startup down,

once you know which one it is you can either uninstall it or just leave it unchecked,

if its an antivirus for example you may be able to change it,
if its norton antivirus you can change it anway,

*****
starting up in safe mode like runer262 said does pretty much the same thing by not loading anything but the most basic operating system without even graphics card drivers and just has the basic vga loaded, its a very beep beep environment but handy for getting rid of bad stuff,

and a good antispyware scan is not a bad idea either

Sounds like you just have your explorer turned off. Try pressing ctrl + alt + delete (This opens task manager)

Go to File > New Task (Run...) and then type in explorer.exe in the popup.

Everything should come backup, but if it all closes again, you have a virus. Try then doing a virus scan, system restore, all the main things you are told to do when you have a virus Wink

Hope you fix your comp soon Very Happy

hey did you tried run explorer?

if it don't work, maybe your disk drive makes it lag(every operation that is related to your disk drive will be laggy, like explorer)
