Having stuff on your hard drive won't slow down your computer, unless you only have like 5 megabytes of space left.

You should:
- Uninstall your AV and such things
- Get an AV live CD like LinuxDefender
- Call your ISP and tell them you'd like to get Internet access again to get updates for your LiveCD (most LiveCDs support updating.)
- Shut down your PC and make sure it's powered off for a while so you prevent a reboot (some memory resident viruses survive a reboot)
- Follow the instructions to booting your CD that came with it
- Update the AV
- Scan your HDD
- Reboot
- Install a good AV and anti-spyware. If there wasn't one bundled with or integrated in your AV, get a good anti-rootkit.
- Smile.
If that doesn't work, you still have the malware, then format your drive. Back up important data, of course. But double check any file before opening it after you reinstalled your OS.
If you certainly don't have any malware, change ISPs.

Sounds like a crappy ISP. Trojan affecting other people that have the same ISP? Wonder how that works..
I never had any problems with AT&T, they don't say anything to you at all.

Switch your ISP to a well known one (if Canadian for example rogers, or bell)
if American... i dunno but there is a lot of well known ones... for cheap!

Also, @ your topic title. No one owns the internet, you cannot get banned from it. It is like saying, i got banned from neutral waters in the pacific ocean....

your ISP fucks with you? definetly something that could happen
