Do a search for it to see if it is deleted.
It is located in sytem32 folder, and is not a hidden file.
Google will tell you the rest about this dll.
If you think it is messed up, just copy it from your windows xp disc.

Or download the single file. goggle hal.dll(asuming its gone)

ok i have 2 hal.dll files and they are both there ( HAL.DLL and hal.dll)

Right click and look at properties and see when they was created.
If one is created in 2008, delete it.
