well you could use INSTDRVR
it lets you load and unload a driver...

Well, I am not going to give you the code, but I will tell you what APIs to use!
OpenSCManager();
CreateService();
OpenService();
StartService();
CheckIfSvcExists();
RemoveService();
CloseServiceHandle();
Using those APIs you can load, start, stop, etc. any driver you wish.
