When I open Maplestory and CE, my com restarts.. can anyone tell me the problem? thanks..

This question is askt many times. That mean you just ask and didn't used the search button. Why not?

GameGuard the anti-hack shield of MapleStory detects your CheatEngine. So gameguard restarts your computer. To avoid this you need to make a UCE.

Erm.. I have CE 5.3 but I don't the settings for the Ce ( I mean I dont know what ti tick in "settings")

No, my UCE aint working anymore, and im not allowed to share it if i got one. So you need to make your own one. There are a lot tutorials.
