Not that i want to learn/use it of anything but i read around and its illegal ?
Can someone tell me what VB Portable is/does that makes it illegal

It is not illegal. It is illegal to download it without paying (pirating). VB portable is just that, portable. It requires no installation to use it. That means you can put it on any type of storage (pen drives, CD's/DVD's, HDD's, etc.) and it should work on other computers without a problem.

VB6 is illegal because it has been known to make people unable to think and consequently turn them retarded. Go dl microsoft visual c++, it's free.

VB6 Portable is not real. It is a "hacked" and slimmed down version of Visual Basic 6 made by some random person. So in a few ways, yes, it is illegal.

- It is illegal cause you aren't paying for it.
- It is illegal because it is modified from the original version which breaks the ToS of Visual Basic itself.

If you are looking to get Visual Basic, get the full version by paying for it. And if you didn't know already, VB6 is outdated and is no longer supported. VB.NET is the newer version which you can get for free via the Express edition from Microsoft.
