Are you sure it's not just an IP ban?

oops srry i mean i went to WANT TO CHANGE YOUR IP? on search and to general programming and they said to

How to renew your ip when they ban you

Here's how to do it in windows:
1. Click Start
2. Click run
3. In the run box type cmd.exe and click OK
4. When the command prompt opens type the following. ENTER after each new line.
ipconfig /flushdns
ipconfig /release
ipconfig /renew
exit

but that didn't work

ipconfig /renew only gives you a new IP from ur router DHCP
it wont change your WAN IP at all (internet IP)

Then your DHCP server gives you the same IP.. Depends on DHCP setup...
For example @Home, some dutch ISP, checks your host name and assigns you an IP registered to your hostname...

Anyway my answer was directed to Milesr

Pull the plug and power it on again if you're not familiar with your router.

If your IP changed ur good to go if not you have a static IP lol easy as that.
Btw this is no guarantee that you'll be unbanned.
This is only in case of an IP ban...

Please check your IP before and after re-plugging your router

http://www.showip.com/

Just to see if it worked...
If it didn't change it might not be an IP ban.
Do you login to that game? It could be your account being banned...

Using files locally for banning sounds very unlikely

If they did that, they would probably store it in like a .dat binary file so that you couldn't edit it.
