If your computer has a TV Tuner card that allows TV-Out then you can. Some ATI cards come with this feature, mostly in the AIW (All-In-Wonder) cards, but others have it too.
You can Google around and find the circuitry and create your own converter or look for premade ones, but if anything just buy a new monitor.

| Most TV's Have Super Video, and Most Video Cards have Super Video as Well, So it should work. New TV's also have HDMI and DVI, which some newer Video Cards have.

yes, most modern graphics cards have a option for tv-out.
e.g the 8800gtx has a tv-out. Just attach the convertor , and attach it to the tv. Windows will recognize there's a tv attached and allows you to configure it. E.g dual screeen, or just make that the primary display, etc...
I use it to and have it setup in clone mode, and when the mouse goes out of the display region of the tv the tv display region moves with it.
It's very usefull when watching dvd's or other video content. TV's generally give better display than a monitor (less raw edges and better colors, downsite, lower res on a normal tv)
also, doesn't have to be s-video, you can also use composite if the tv doesn't support it. (e.g black/white screen on s-video)

you can use a tv as a comp screen, and you can use a comp screen as a tv.
to use a tv as a comp screen you need to attach it through the ports on the back (refer to DB's post)
to use a comp screen as a tv you need a tv tuner, which can either attach to the computer, or directly into the monitor (in some cases)

You can use a TV as a monitor, but only for like watching videos and such, for internet browsing and that type of stuff, a TV doesn't have the resolution you'll need and it will be nearly unusable.

yeah, i tried connecting my laptop to my dads hdtv, it looked like a dark shade of turqoise, and only took up some of the lower right area.

tried it... didnt do anything but change that little corner.
its not like it matters now, i was just testing it out.

Some monitors can be used as tvs but you need special plugs to hook up a monitor. If a tv has a place to plug it in, then youre good, but if not, then youre out of luck
