just open it in notepad then do "save as.." then in the title of it put ".reg"and save it in the same place.
that should work _________________

If you're trying to open it..you have to open it as a .txt file to edit it, then save it as a .reg file.
I believe regedit has a tool that helps you to create a registry file, check for it. _________________

my computer -> tools -> folder options -> make sure "hide extensions for known file types" is unchecked. are you sure it's only a .reg?
otherwise go to start -> run -> regedit -> HKEY_CLASSES_ROOT and look for the .reg extension. change it's value to "regfile" with no quotes, it's probably txtfile

if you want to use it to change your registry you have to run regedit
then from the file menu you choose import then browse to your reg file select it and click ok..

when you have opened it before it probably had the allways open with this program box ticked _________________

Just a note.
If you rightckick a .reg file...
the should be a option called "Merge" ...
Its a while since i last used a OS thats english,
