WPE, is not illegal. Only what you do with it can be.
Same as any other piece of software.

i dont think CE is illegal because if it was people would be in jail that have used it alot

Hacking with a PE Will result in Jail Smile

A 17 years guy who hacked into a famous school system was fined 15k, no jail term

Hacking the computers on your network is legal, they are your computers, your network, etc. There is nothing for you to be fined with.

Hacking computers on other peoples networks is illegal.

Some how i dont think that fine is accurate or the months.
No 17 year old can get 3k a month. To pay that fine.
He would need a job making about 85k a year or sell crack.

Depending on what he did, it can accumulate to that. Which then the party that has to pay the fine works out a deal with the victim to handle the payments, like so much money every month.

As for him not paying it and going to jail, yea, thats how the law works. You fail to appear in court or pay fines you get a bench warrant out for your arrest.

Yeah, it really depends on what you mean by "Hacking"

Here's a Wikipedia article on the definition of "hacking"

Ummm, Hacking in our discription, means a quick or bodged solution.

Here's an example: Me modifying my vacuum cleaner to perform as a leaf blower out it's ass could be considered a hack. As long as I don't do anything illegal with it. (Like but not limited to blowing some anorexic stripper of a catwalk to break her neck, which could be very fatal)

Anyway, hacking has a buncha different meanings and branches to it.
What form of hacking that will get you charges and crap if you get caught is "Craking". The type of hacking used to bypass security so you can benefit yourself with documents and stuff your not supposed to have access to.

Example again: I go into some city building and change their documents in order to make some jerks house get torn down to put up some overpass that leads in a freakin' volcano.

Anyway Yeah. Those noobs are truly classified as n00bs. I don't know the full situation but in my opinion, Those n00bs are just some lame fanboys that only know the stereotypical meaning of hacking.
Hacking is just our way. Because we want things to work!!!!
So yeah, the answer is obviously gonna vary.
This question is kinda like askin' if a specific serving of onigiri or a sandwich is gonna make you sick. Because theirs diffent types of this stuff.
But my answer for your described question is NO.
Those people were dumbasses.
