if you don't have admin rights gpedit.msc won't work either,
that goes for all system changes where there are admin and user accounts thats why so many keyloggers are out there to steal your username and password,
there is a flaw that can be abused by returning a false negative from a printer query that can change the group policies but even then the user actually has to try and run an .exe,

so you still have to be a little wary of what you download,
if you can suddenly access system files or run programs reserved for the admin after running a download Twisted Evil
