on videos i keep c ing cheat engine with these fancy skins
can i do this. if so how? Question

Make you own, and on the step when you have it in delphi change it...thats my guess. I havn't really tried but that seems to be the obvious way...

You can make your UCE look however you want.
Look around the internet for Delphi GUI or Delphi Graphics　tutorials.
There are a few of them floating around.
Since you seem a bit lost, I'll point you to a few helpful guides.
