Is there a way to set a hotkey without the value being set?

Ex:
I set F1 to change some value to 9000
When I hit ok, it changes the value to 9000, is there some way I can do this without the value changing but still making the hotkey? thanks

seems there's a bug with the hotkey implementation. (never forgets the last key pressed so when the hotkey handler checks the keys, it sees f1 is pressed because you just pressed it to set it...)
