Can it run the game on good settings or not?
i5 or Phenom II x4 are fine for gaming. Upon checking the 5650 I found http://www.notebookcheck.net/ATI-Mobility-Radeon-HD-5650.23697.0.html which says it should be more than enough for dx10 games on high detail. Honestly the 5650 is the best chip I can find on a laptop on newegg or anyother site that isn't for a custom build laptop, or alienware. On a desktop I know its kind of shit, but if FO3 is what you want to play I'm sure it can handle it. I also suggest getting a good laptop cooler too.

Play in a cooler somewhere in a dry desert. Shit always works for me.
