PowerColor HD4870 - $125 - HD4770 and 9800GTX+ are no competition. I'd stick with the ASUS 9600GSO for price vs. performance. If you still wish to choose between HD4770 and 9800GTX+, then go with the Sapphire HD4770 and save yourself a tiny bit of cash. XFX is a good brand, although their HD4770 seems a bit expensive, and you might as well go to the HD4870 at that price.
Corsair CMPSU-400CX - $40 - 30A on +12v > 22A on +12v. No-name brands are not the way to go, especially for your PSU.
GA-MA790GP-UD4H - $100 - The Biostar mobo should be alright, although I have a predilection for Gigabyte
Corsair XMS2 4GB kit - $50 - $10 cheaper, had some bad experiences with a crappy batch (97432) of Crucial Ballistix
WD 500GB 7200RPM HDD - $60 - $20 more for a 500GB drive with a 32MB cache. 8MB cache hard drives are pretty slow, even if they're rated for 7200RPM.
Skip to the 'important part' if you don't feel like reading everything about PSU power.
For future reference (since amps, volts, and watts will probably come up later in this thread), this is just some background/math stuff to PSU power, which you don't have to read:

Power supplies compliant with older ATX12v specifications might deliver more power to the +5v, rather than to the +3.3v and +12v (since +5v was used for currently obsolete CPUs). |
Essentially, you want more power to the +3.3v and +12v voltage "rails." Most modern power supplies deliver more than enough amperage (power) to the +3.3v (used for CPU), so the +12v rail is where it all matters.
Important part:
The A-Top 22A +12v PSU does technically offer enough power to run either GPUs you selected as well as the rest of your system (and, if the power supply were to work, it would probably be able to handle your system in real-life). But the issue with PSUs is that the rest of your system depends on it (obviously). Getting a cheap, no-name PSU will likely not even start or will crash/blow up and take much of your system with it. Corsair, Seasonic, OCZ, and PC Power & Cooling are those 'name brand' PSUs. Ultra also makes reliable PSUs, although their performance is sub-par with non-enthusiast models.

That is a decent amount over $400, but that's okay.

The hd 4850 performs better or equal to it. Also if he wanted a 8800 GT he would buy a 8800 GT (pointing out rebranding).

The 4850 doesn't compare to the 9800 GTX+
It's dumb that you would point out the "rebranding" of the 8800 GT but let me point that that we are not talking about the 8800GT/9800 GT... we are talking about the 9800 GTX+, a card using a 55nm core with 128 stream processors clocked at 738 mhz -- far outperforming the 4850 in all applications as well as the 4870 in most applications.

Been wishing I'd went with a 9800GTX+ instead of an HD 4850 a while back. Proprietary ATI drivers for Linux are a huge bitch to install and configure on some distros.

Lolwut. The HD4000 line (sans the 4770, which uses a 40nm manufacturing process) uses a 55nm manufacturing process as well.
As for "farly outperforming"... I think you need to look up some benchmarks brosef. The cards are neck-and-neck in essentially all applications, and the 4870 mops the floor with it. nVidia's drivers are a bit better, however.
