Hey does anyone know how to make a form so people can register on a site

like this forum u had to register does anyone know how to do that??

and also does anyone know how to make a form so people can login to the accounts they make off the registration form?

Well, No, You need a database to do that, which you are to incompetant to create.
Use a forum service. I will post a few.
Freewebs.com has a beta forum service, it is the simplest(and most featureless) service I have seen.

i know i mean like i want to make a fan site though not a forum

He doesn't have a server, he's probably using freewebs.
