| Most debuggers support detaching, such as OD

Oh! no! I still want to maintain all opened tool windows' views and table data for the current process instead of another process.

I'm wondering: is it possible to change the debugger without restarting CE? If I first attach to a process with CE's Windows Debugger and break at the entry point, then change the debugger in the settings to KernelMode Debugger (without restarting CE), and attach to the process again. So, is the debugger attached to the process now Windows Debugger or KernelMode Debugger?

Not at runtime. Inside CE there can only be one debuggerinterface active
you will have to open another CE and change that to kernelmode and attach to the same process and do your debugging
then with the other CE you can detach to cause the target to resume
