How do I cheat?

I've been trying to change items quantities in the sourcenext PC version of Resident Evil 3 (Biohazard 3). I can find the static addresses for the item locations and if I change the quantity, it works. But if I leave the room or reset the game, the value is restored to default. How do I change the value I want to be written into that location? What writes to the address shows no results.
