So this is a very pedestrian and beginner question but if I have a modded game download, should I have already downloaded the original game first? I was able to play with just the mod download, but it was super buggy and wondering if I needed both the original and the modded game in order to work properly.

If you could run and play just about anything using what you've downloaded then the mod doesn't need any extra content.
Mods being buggy is pretty common and it's up to the developer's effort to eliminate all the bugs.
