i passed a boss in silent hill 2 with a cheat thing called god-mode. i pressed f1 keyboard shortcut.

if i restart the game, is the game still on god-mode or do i have to disable it? if yes, how do i disable it?

Those are usually injection scripts, they only modify code loaded in RAM. Closing the game already unloads it entirely, starting the game loads original code with no modifications

As mentioned, the change is likely not permanent. If the F1 hotkey is used to apply a permanent patch to the executable, then that would be different, but most cheats are not written this way, for several reasons.

That being said, depending on the nature of the cheat, some things may remain toggled if the game is saved in that state. This usually applies to unlocks and achievements etc. and not to g0d mode-style cheats.
