What could be the reason for settings values not taking effect, if I don't make changes when the settings are open?
If I change the value while in the pause menu or in-game, the values appear altered, but they don't actually take effect.
However, if I modify the values in the settings and then return to the game, the changes take effect, and if it matters, the game is made in gamemaker.

The value may need to be accessed in some way first. So, even though you may have altered your gold to be 9999, the game may not actually fully-recognize that change until that data has been processed and validated by some instruction first.

This can also happen when targets handle data in such a way that there is an 'actual value' and a 'visual value'. Visual values may not be updated right away unless you are also manipulating them at the same time, since they are being handled as a separate value.
