I did some switch cheat before but know nothing about ce

I found address and set a value like 00000000 => 030D4A00
save ce tables，not save game
and restart both.
value return to 00000000
Can I let value always be 030D4A00
I want to make an all item cheat

is there a easy way to do this?
or I need to learn "script"?

can I combine to one?
