How do I cheat?

Hello everyone! Im literraly the newest member here lol.
I was wondering why i can't install this application ? its says :
''The operation cannot be completed because the file contains a virus or potentially unwanted software.''
When i run it as Admin it says : Windows Cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.
Help, please!

| It could be a number of things that are blocking it. Ensure you have disabled your anti-virus/reputation-based protection first.

i have desactivated my anti-virus and nothing changed...
What else could it be ?

| im actually using Windows 10 Pro edition, what i don't understand is im using cheat since a long time ago, with Nexus/Vortex, and i never had any trouble before. I was looking for a mod to install for Days Gone Steam edition and it need Cheat Engin to use it..

Ah, Windows 10 has reputation-based protection also which could prevent the installation of CE.
Search for and open Windows Security. Click on Reputation-based protection settings from the Reputation-based protection section. Finally, use the toggle to enable or disable Potentially unwanted app blocking. You can also decide on these settings
- Block apps
- Block downloads.
You may find reputation-based protection under App & browser control on the left-side of the Windows Security settings window.
