How do I cheat?

basically i get the same message every time i try to download the cheat engine and i can't quite figure out why, i've tried turning off all anti virus programs and doing a full sweep on anything related to cheat engine on my pc multiple times but i still get the same message every time which is "error occured while instaling CheatEngine" anyone who has an idea on what could cause this to happen

Turn off reputation based protection. And if needed runtime protection.

Some people even had to restart windows after doing that
