sorry if i rude, is anyone know how to "compile" this thing?

i tried use this "GnuWin32" using this batch:

cd C:\shot-detector-master
"C:\Program Files (x86)\GnuWin32\bin\make.exe"
pause

and the result:

make: *** [scripts/scene_detect] Error 1

i not linux user and user of windows 10,
can it work in windows 10?,
i hope the working exe code, but a guide is nice too,
